Resource Connection (Tarrant County Government)            2003 - 2004

Strategic Planner/Facilitator

Developed a long-range and strategic plan for the Resource Connection of Tarrant County, a comprehensive one-stop center connecting persons with employment, education, health, and human service needs with resources offered by over 38 different programs, agencies and services on a 110-acre campus.  Forecasted trends in health and human services, employment and education.  Researched the effects of newly passed legislation and its impact on the future direction of health/social/human services.  Assessed utilization of infrastructure (land and physical space, personnel, communication and information technology) and conducted demographic studies on future use of land and property.  Produced a Strategic Plan and an Environmental Scan Document.

 

The Workforce Network  2000 – 2003

 Director

Managed eight full-service workforce centers and two satellite locations in Tarrant County with a budget of $8 million and a staff of 150+.  Developed, implemented and managed workforce development programs (WIA, TANF Choices, FSE&T, Welfare-to-Work, etc.)  Supervised, coordinated and evaluated day-to-day operations of the workforce development centers, a wide variety of federal, state, and local workforce development programs and services, and staff between centers, community-based and faith based organizations, employers, and educational institutions.  Acted as liaison to the Workforce Development Board.

Planned, evaluated and assessed strategies for effective program design and delivery.  Assisted in the development, supervision, coordination and evaluation of detailed program plans and budgets for grants.  Managed information systems, expenditure of funds, procurement, sub-contractors, and applications for grants.  Maintained and applied working knowledge of workforce development programs, federal, state and local regulations and directives.  Developed, recommended and implemented policy and procedures related to eligibility criteria, assessment and testing, client documentation, etc.  Responsible for program performance, performance of subcontractors and service providers and verified compliance with contractual requirements.  Developed and implemented corrective action plans when needed.  Supervised and coordinated daily operations of staff and volunteers.   Provided on-going staff training and development.

The Resource Connection        1996 - 2000

Director

Facilitated a community initiative to find a reuse for the Fort Worth State School upon its closing.  Developed the Resource Connection concept; a comprehensive one-stop center connecting persons with employment, education, health, and human service needs with resources offered by over 38 different local, state and federal programs, agencies and services.  Served as first director.

Responsible for all managerial functions: budgeting, finance, information services, supervision of staff and volunteers, coordination and collaboration among 38 private and public organizations located on the Resource Connection campus.

The Resource Connection won several national and state awards for innovation in government.
